HD Radio proponents ask for, and get, major digital power increase; First adjacents get minor protection
The Media Bureau has dramatically increased the power level for IBOC digital FM service (the service known in the marketplace as “HD Radio”).�In so doing, the Bureau effectively dismissed, or at least minimized, serious interference concerns expressed by non-HD stations (particularly those operating on channels first adjacent to HD stations).�While the increased HD power authorizations will still be subject to a complaint process which could theoretically reduce maximum power available in certain situations, that complaint process – at least at first glance – falls short of everything a victim of interference might have hoped for.
The Bureau has decided that “eligible stations” should be permitted to increase their digital power by 6 dB – meaning that their digital power can move – pretty much with no questions asked – from the current maximum ERP of 20 decibels below carrier (-20 dBc) to -14 dBc.�Once the new rule becomes “effective”, eligible stations will be permitted to go to that -14 dBc limit without any prior approval, as long as they file a notification of the increase through CDBS within 10 days.�While the revised power increase rule...

EMI is now saying that it may not be able to operate as Terra Firma’s $6.5 million acquisition without seeking bankruptcy protection. Never mind Katy Perry or the Beatles catalog. Chairman and founder Guy Hands has written to investors asking them for more money to pump up his latest survival plan. Even if Hands comes up with the money, it could be a short fix. There is another major shortfall of cash expected by March of 2011 when loans become due. Citibank (or as as Bill Maher calls it “Shitty Bank”) could be your next Clive Davis (at least in their minds). Obviously to readers of this space this sounds all too familiar. When radio consolidators or big-eyed record industry entrepreneurs buy companies at high interest rates, there is only one thing they can do. Refinance at higher rates (like Lew Dickey has done at Cumulus). This passing of the financial buck eventually leads to hitting the wall (as Citadel has done). It all doesn’t matter in the end. I keep hearing this liner on WRFF about going on line and adding them to your blackberry phone so you can listen to them anywhere with no interference. I really dont understand that and I do have a blackberry on verizon...my question is, does that include their HD-2 and is the main HD included or do they mean just the normal non-HD signal....or am I totally off base...

Television show examines issue of bear poaching
The plight of California's wildlife will receive some exposure on the small screen starting Friday with the airing of a Planet Green television episode about bear poaching. The hourlong episode of the "Crime Scene Wild" program was filmed nearly two years ago and has already aired in Europe. Its first showing in the United States is at 6 p.m. Friday on the Planet Green Channel, part of the Discovery Channel network, available on most cable and satellite providers in the Sacramento area. The episode covers the international trade in bear parts for their alleged sexual performance-enhancing properties. The producers visit animal markets in Asia where bear parts are sold openly many allegedly harvested from black bears hunted illegally in California. Cameras then shadow California game wardens as they chase bear poachers in the Sierra Nevada wilds of Plumas and Nevada counties, then take viewers into San Francisco's Chinatown, where arrests are made for illegal sales of bear parts. The episode's first showing competes with the Winter Olympics' Opening Ceremony. But it runs again at 2 a.m. and 10 a.m. Saturday, 10 p.m. Feb. 17, and 6 a.m. and 2 p.m. Feb. 18.

Quarterly revenue up for U.S.-based Global Traffic Network
GTN is headquartered in New York but does all its business outside the U.S. Revenue from its traffic and news reporting business in Australia rose 8%, measured in the local currency (it jumped 49% in U.S. currency, because of the weaker dollar). Canadian revenue grew 1% in local terms and 14% in U.S. dollars. GTN expanded into the UK as of the first quarter of 2009, and that added another $6.1 million in revenue. Overall, Global Traffic Network revenue for its fiscal Q2 (October-December 2009) jumped 84% to $25.6 million. Net income dropped slightly, from $900,000 the previous year to $800,000. That was due to $900,000 in non-cash amortization. GTN’s Bill Yde says revenue is pacing up from all three countries in this current fiscal Q3.

From Inside Radio: Lazard Capital analyst Barton Crockett believes Stern will stay put, although he could take a pay cut and sign for $80 million a year. Crockett tells investors, “That represents a fair compromise between the view that Stern is worth less now than he was in 2004, and the fact that he still has a loyal subscriber base that could walk if he doesn’t renew.” ...Crockett notes the self-anointed King of all Media ... has “less influence” since leaving CBS Radio in 2004. “One sign of this is the drop in Google searches for ‘Howard Stern’ since he left terrestrial radio,” Crockett writes. Borrell study: Radio should bill nearly $380 million in political ads
Revised numbers since the January Supreme Court ruling that freed corporations to buy political adds suggest the total ad-spend from the 2010 election cycle will be more than $4 billion. Borrell Associates believes that radio will be doing about 9% of it. Cable should earn about as much as radio ($383 million). Newspapers will make less than radio, at $329 million, and online will attract just $44 million. The winning medium is forecast to be broadcast television – $2.6 billion, or 63.2% of the pie.

The Performance Rights Act: Endangering Diversity
The Media Institute, a nonprofit research foundation focusing on communications-oriented policy issues, has released a report in which they set forth their opposition to the Performance Rights Act (PRA). You can download the full report, something I recommend that you do, here: Performance Fees on Radio Stations: A Debacle Waiting To Happen (pdf). FMQB describes it thus:
The paper reinforces the view that radio broadcasters and record labels have enjoyed a “mutually beneficial economic relationship” in which broadcasters play recordings available for free, thereby building audiences and ad revenue, while record labels get the benefit of that free airplay to boost record sales. Imposing a royalty scheme on broadcasters would not only upset this equilibrium, but would likely force a significant number of stations into bankruptcy or off the air altogether. Black and Hispanic stations would bear the brunt of compulsory performance fees for sound recordings, and the loss of such stations would be particularly acute for Black and Hispanic communities where local radio stations are “a primary venue for the expression of minority and ethnic viewpoints,” the paper states.
Common sense arguments in my opinion, and ones that I, among others, have voiced repeatedly since the beginning. It is of particular concern...

The bankruptcy court filings continue to add details to the picture – some creditors don’t even get to vote on the package that’s already been accepted by the secured creditors and which gives them 90% of the equity of company when it emerges from Chapter 11. Various classes of unsecured creditors will can accept parcels of the remaining 10% or take up to 5% of their claim in cash (although that’s “capped” at $2 million). Citadel will carry just one-third the debt, with a new credit facility of $762.5 million. The secured lenders are apparently agreeing to keep CEO Farid Suleman in place.

Super Bowl XLIV telecast is the most watched U.S. TV episode of all time, with 106.5-million viewers
A record 106.5-million people watched Sunday's Super Bowl telecast Sunday, making it the most-watched program in U.S. television history, according to the Associated Press quoting The Nielsen Company. That total beats the finale of the popular TV sitcom M*A*S*H, which drew 105.9-million viewers back in 1983, when there were fewer TV sets, but also many fewer channels to watch. Media experts predicted a big ratings number for the game, given that the NFL has seen a a double-digit growth in viewers this year, anyway. Locally, the game drew 46.6 percent of households with TVs, or nearly 1.4-million people age 18 or older, according to St. Petersburg CBS affiliate WTSP-Ch. 10. But the record-setting number seems an amazing achievement at a time when competition with cable, mobile and online media has brought double digit declines in viewership each year elsewhere in network television.
