FCC Fine-Tunes 2-Way Radio Rules
Changes to technical rules affect licensing, frequency coordination Those interested in the finer points of Private Land Mobile Radio (PLMR) and Wireless Medical Telemetry Service (WMTS) – you know who you are – should check out a recent FCC order addressing a grab-bag of Part 90 and Part 95 issues.�[WARNING: Don’t try reading the order if you’re driving, operating heavy equipment, or performing any task requiring alertness.]� Following up on a three-year-old proposal, the FCC has now: exempted from required frequency coordination certain categories of Part 90 applications that do not threaten new interference, such those requesting CMRS-to-PLMR conversion, bandwidth reduction, lowered antenna height, or decreased power (Section 90.175); removed channel restrictions and power limits for mobile repeaters below 450 MHz and power limits for handheld transmitters (Section 90.247); clarified that state and local governments (as well as businesses) are eligible to use Industrial/Business Pool licenses for commercial activities and surveying (Section 90.35); because the FCC no longer issues authorizations for systems with a station class of FB8T (temporary centralized trunked relay), clarified that stations currently classed as FB8T will be renewed as either FB2T (for private, internal systems) or FB6T (for for-profit private carriers) stations; and prohibited registration of WMTS...

They’ve still got plenty of money to sue employees, to defend themselves against that California class action suit that will drag on and on and, of course, to pay settlements. And just when the nation's meanest radio operators find themselves deep in legal doo doo, now this. CEO Lew Dickey and “other brother” John Dickey have decided to file a $200,000 lawsuit against a former market manager because she had the nerve to leave Cumulus without first getting fired. They say she violated her employment contract. But the manager, Kristin Okesson (pronounced Oh-ka-son), apparently had an outdated employment contract that only covered her Danbury, CT market responsibilities. When Cumulus added additional responsibilities to manage far away Westchester, NY as well, they forgot to redo her agreement. Okesson left the Dickey Nation when she got an opportunity to work for a proven employee-friendly radio group, Cox, as Vice President and General Manager of WCTZ, WFOX and WSTC/WNLK in Stamford/Norwalk, CT. Tribune Co. CEO Randy Michaels has issued a list of 119 words and phrases which should never be spoken on WGN-AM/Chicago by anchors or reporters. "WGN news director Charlie Meyerson, good soldier that he is, passed on what he identified as Michaels' 'list of forbidden "newsspeak" words and phrases' in a memo to his staff Monday, with the explicit warning: 'Don't say them on WGN,' according to Robert Feder's blog. Included on the list: "Alleged", area residents", "campaign trail", "diva", "incarcerated", "perfect storm", "reportedly", "untimely death", and "you folks". If you were driving past the National Association of Broadcaster’s offices in Washington, DC today, you would have driven right past an 18-foot long and over a story-tall pink pig (picture courtesy of The Hill), bearing the statement “Fair Pay for Musicians.” The pig is the latest salvo fired by supporters of the Performance Rights Act, in an effort to get radio stations to pay added royalties for the music they play. Not to be outdone, the NAB handed out sausage pizza to the protesters. NAB EVP Dennis Wharton tells The Hill, “We're suggesting they provide this food to the scores of exploited musicians who have had to sue their record label to recoup allegedly unpaid album royalties.” This week’s events follow the press conference held by singer Dionne Warwick in favor of the proposed royalty tax, and a mid-week rally by DC-area broadcasters.

From the Wall Street Journal: The Walt Disney movie studio is retreating from a strategy of producing and marketing one-off comedies, Ethan Smith reports, to focus on films that can be branded across its network of theme parks, videogames and commercial products. One example, sources familiar with the plan say, is an upcoming Muppets movie [and the content from their newest acquisition]...Marvel Entertainment. So what does this have to do with you? Too often the attitude of broadcasters is to focus on the centrality of the over-the-air product and to treat the digital and off-air brand elements as "extensions" of what's on-air rather than equally important elements in an integrated brand equation. For example, most stations view their digital assets as "the website in service to the station" rather than the station's digital equal partner. The former view means, for example, you ask questions like "should we stream our station?" whereas the latter view means you ask questions like "what should we stream to profitably enhance our overall brand portfolio?" Do you see the difference? Disney views its various distribution channels as "beasts" in need of feeding. Not as dumping grounds for throwaway content that costs as little as possible. ...

Congress seeks to boost the abilities of Radio Free Asia
Indiana Sen. Richard Lugar has introduced a bill that would provide long-term budget authority, rather than annual funding, for Radio Free Asia. It was created 14 years ago to broadcast news into nations including Cambodia, China, Laos, Myanmar, North Korea, Tibet and Vietnam. The bill by Lugar, the top-ranking minority member of the Senate Foreign Relations Committee, would allow for more broadcasts, and has co-sponsors including Minnesota Senator and former Air America radio host Al Franken. Lugar’s office says the bill “would promote the free dissemination of information in East Asia through the permanent authorization of Radio Free Asia (S.3104).” A number of foreign governments routinely jam RFA broadcasts.

When they showed him calling his husband, I knew it was over. In the world of reality TV, when someone who hasn't been at the forefront of a show suddenly gets a bit of personal attention -- as when Project Runway producers showed tearful Tampa fashion designer Ben Chmura calling his husband Bobby Thursday -- it's mostly a set up, sparking an audience connection so viewers feel a bit more loss when that person is ejected from the show. And that's exactly what happened to Chmura Thursday, as he was shown exiting the competition after trying to assemble the first suit he ever designed during a challenge requiring contestants to find inspiration from the elements. "If you don't know how to make a suit, don't make a suit," chided host/judge Heidi Klum. "It look like the first suit you ever made." Chmura took criticism for his concept -- which involved taking the element of water and extending it to building a shark-like suit. Judge Michael Kors said his ribbed pants looked like "a jock strap," and fellow judge Nina Garcia simply pronounced it "a real mess." "I think I bit off more than I can chew," Chmura told the judges.
